Charles Boutin's
interest in pit bull legislation was sparked a few years ago when he
represented, as an attorney, a
5-year-old girl who had been viciously attacked by a pit bull.
After being elected to the House of Delegates in 1998, he says he felt
a responsibility to protect
others from attacks.
But after extensive review of his pit bull ban this year, Boutin decided to withdraw his
bill. He says it was clear the bill would not be approved in committee.
